This idiom is used to mean that the future is clear to see.
For example, imagine you are at a restaurant with your friend. Your friend takes a sip of their drink and returns the glass close to the edge of the table. The next time they move their hand they knock the glass onto the floor (and the liquid all over themselves). You think to yourself, “I could tell the glass was too close to the edge of the table and this was going to happen” or you could say, “The writing was on the wall.”
